Preheat oven to 180°C fan-forced (200°C conventional). Line an oven tray with baking paper. Put egg whites and cream of tartar in the bowl of an electric mixer and whisk on medium speed until foamy. Add sugar 1 Tbsp at a time, mixing until soft peaks form.
Sift flour over, then add butter and vanilla. Fold in gently until just smooth. Add food colouring to desired tint.
Spread cookie dough into 10cm discs up to 2mm thick, and put about 4 on prepared tray, well spaced. Bake for 6Â minutes. Repeat with remaining dough. While warm, place message in centre, lift and fold over. Cool in shape in a muffin tin. Store cookies in airtight container.
