Combine soy sauce, sugar, vinegar, garlic, oil and chilli in a bowl. Add cucumber and toss to coat. Set aside for 5–10 minutes. Drain cucumber, reserving dressing.
Meanwhile, blanch green onions in a saucepan of boiling water for 2–3 seconds until just softened. Transfer to a plate lined with paper towel to cool.
Place the rolls on a board, trim the edges, then halve each to form two smaller rolls. Split each roll down the middle.
Fill rolls with carrot, smoked salmon, cucumber and coriander. Drizzle with mayonnaise and a little reserved dressing. Season with pepper. Tie with green onion to serve.
