For lace-like ruffles, decorate the edges with a craft punch.
Gather your supplies:
Paperback book; 20cm-dia dinner plate; 7.5cm-dia dinner plate; stiff board; Fiskars Apron Lace border punch or similar; craft knife; bulldog clip; metal ruler; hot-glue gun and glue sticks
Step 1 Trace outline of larger dinner plate onto board and cut out. Lay smaller plate in centre and trace. Cut out inner circle using a craft knife to create a ring wreath base.
Step 2 Tear pages from book. Punch along long outside edges of each page with border punch.
Step 3 With punched edge facing right, fold down top of page 3cm. Fold down again and, without creasing, accordion fold rest of page. Repeat with all pages. Using a bulldog clip, hold strips together at unpunched ends until ready to continue.
Step 4 Glue unpunched edge of a strip to outside edge of wreath base. Continue gluing strips to wreath, overlapping slightly and working along outer perimeter of ring. Once perimeter is covered, start an overlapping layer, folding over a tab at bottom of each strip to add fullness. Continue adding strips until you reach inner opening.
Step 5 At inner opening, fold over a tab at bottom of last strips and glue tab to back of wreath, bringing punched edge through opening to cover edge of base.
Step 6 If needed, go back and fill in any spots with additional punched strips for extra fullness.
